Need Carry Over Date for PTO to be July 1 Fiscal Year

Need Carry Over Date for PTO to be July 1 Fiscal Year Date

Anyone in Los Angeles, will need this feature as all of the LA laws went into effect July 1. It is required that we allow carry over that matches when our PTO policy starts accurring. However Ximble only allows us to pick Jan 1 or Hire Date.
