Currently, when using the "find cover" request for a shift, each member selected will receive a notification and will have the priveledge to accept the shift. It is only after an admin  approves the shift pickups that the change becomes official and no one else is able to pick it up. What happens ass a result is you might have 10+ people picking up the same shift, and then it become difficult deciding who to chose. Why can't it be first come first serve? Once someone agrees to cover the shift then it is then off the table for anyone else. B/c currently staff memebrs get upset saying "i picked up that shift, why didn't I get it" and the answer is b/c MGMT has to then decide who gets it when theres multiple people who agreed to do the shift
