Admins should be able to initiate shift trades on their own in addition to employees requesting their own shift trades.

It would eliminate all sorts of issues resulting from cutting and pasting shifts as an admin of the system. Without a shift trade, any changes made to future published shifts result in open shift notifications and confusion of employees.
