☑ Can Adjust Time-off balances for all employees

Why should we implement this

Currently any manager can approve any employees time off.

This also allows for managers to approve their own time off.

We have especially had problems of managers approving their own time off.

Often violating our policies, yet we don’t have oversight/ approval via Ximble currently.
