Right now the system only allows approval of timesheet if it's above an amount, or below an amount; but not BOTH, I would like a feature that will auto-approve timesheet if it's between two values, say 8 to 8.25 hours, so that any absences and OT could be caught and not approved

You can achieve that by configuring the system as shown below:
